Zoë Keeton, Assistant Director, Renewables Deployment Team, Department of Trade and Industry

DTI's Renewables Deployment Team is responsible promoting progress against government's target for electricity from renewable energy sources, by addressing key barriers which inhibit deployment. The team focuses largely on the deployment of wind, both on and offshore, as this represents greatest potential renewable resource for the UK to exploit in the short to medium term

Having spent 13 years as a utility consultant to large industrial consumers, Zoë joined RWE Npower's Economic Regulation Team in 2002, p roviding advice to the business regarding government initiatives and the regulatory frameworks which influence their operation; specialising in initiatives designed to promote the delivery of renewable energy.  Since 2006, Zoë has been on secondment to DTI, co-ordinating activities to address the planning and aviation issues which hinder wind farm development

Julian Chafer FRICS Head of Safeguarding , Defence Estates

After spending four highly educational years at the University College of Wales in Aberystwyth and two highly enlightening years at the Royal Agricultural College Julian joined the MOD in 1990 and in 1992 became a qualified rural practice chartered surveyor. Soon afterwards he abandoned the Hunter-wellies-and-chocolate-labrador lifestyle and looked for other opportunities in the MOD.

In the years which followed Julian has been involved in a wide range of MOD estate work including being property manager of former RAF Greenham Common; selling the old Admiralty Compass Observatory at Ditton Park near Slough; and negotiating leases in overseas locations including Naples, Nairobi, Kathmandu, and Moscow (it was a tough job but someone had to do it!).

As Defence Estates’ Head of Safeguarding Julian has overall responsibility for protecting MOD establishments across the UK and offshore areas used for training, exercises etc. This includes statutory safeguarding around certain specified sites as well as wind energy safeguarding across the whole country.

Wing Commander Trevor Catmull Organisation – Ministry of Defence, Directorate of Counter Terrorism and UK Operations Post Title - SO1 Air and Operations Development  

Wing Commander Trevor Catmull joined the Royal Air Force in 1983 and after a brief and somewhat spectacular spell of pilot training on the Jet Provost began his career as a fighter controller. Operational tours in the UK and overseas followed, along with instructional duties as Trevor progressed within the branch as a weapons control specialist. Promotion has provided the opportunity to command units in the Falklands, Australia, Oman and the UK, most notably as Station Commander of the primary Control and Reporting Unit through the demanding period of change caused by the terrorist attacks of 11 September. He has also completed tours in acquisition, specialising in integration and requirements management including completing an MBA focussed on Defence Administration. He is now responsible for matters of counter-terrorism that can be influenced by air operations.

GROUP CAPTAIN MAURICE DIXON Organisation – Ministry of Defence, Defence Equipment and Support (DE&S) Post Title - Air Defence Ground Based Systems Integrated Project Team Leader (ADGBS IPTL)

Group Captain Maurice Dixon joined the Royal Air Force as a Communication-Electronics specialist in Jul 83. Maurice has extensive experience in Signals Intelligence, IT data infrastructure and telecommunications system design and support, Radiation Safety, Air Traffic Control systems support, IT training, personnel management, and communications, IT and radar strategy/policy development and delivery. During earlier years he was the Radiation Safety Officer tasked with Phantom aircraft radiation surveys following the Chernobyl disaster, and was in Berlin when the Wall came down (he didn’t touch it!). He has been Officer Commanding 11 Signals Unit at Rheindahlen Germany, and Officer Commanding Tactical Communications Wing (TCW), Brize Norton Oxfordshire. Maurice has a wide and extensive experience of pragmatically exploiting and developing emerging technology to enhance strategic business development. He also has knowledge of various contracting arrangements ranging from standard procure-and-support to PFI/PPP approaches. He is currently the Integrated Project Team Leader for procuring and supporting UK Air Defence radars and Electronic Warfare systems and will assume responsibility for military Air Traffic Radar support and technical assessment of windfarm applications later in the year. Maurice has worked with council agencies on renewable energy systems for a local school and a low carbon footprint building for the local council Parks department. He is currently developing Sustainable Development and Sustainable Procurement strategies and action plans for his local RAF station and for future military radars. Maurice has a BSc(Hons) in Electronic Engineering, a MA in Defence Strategic Studies and a MSc in Climate Change and Sustainable Development.

Geoff Butler BEng (Hons) CEng MIET DMS, Wind Farms Business Development Manager, BAE SYSTEMS Insyte Professional Services

Progress towards the UK government’s targets for Energy from Renewable Sources is being slowed by the number of planning objections to proposed Windfarms from radars operators. Windfarms can produce interference with radars potentially jeapordising operational requirements.
BAE SYSTEMS Insyte Professional Services provides objective consultancy to Developers throughout the project lifecycle including the provision of expert witness at planning inquiries.

The ADT is one of a number of potential solutions to combat the aviation issues aurrounding a particular site.   

Geoff has been responsible for the Wind Farm business within BAE Systems Insyte for the past 3 years, and now leads this area within the recently formed consultancy arm Insyte Professional Services. Having graduated in Electrical and Electronic Engineering at University of Portsmouth in 1992, he joined BAE SYSTEMS (then Siemens Plessey) in 1994 after 2 years within the Water Industry. After spending a number of years in engineering and then project management, Geoff moved into a Business Development role in 2004. A key part of this role is engagement with the stakeholder community.
